I have read a few people state that they have tinnitus while being deaf, however it just personal experiences, and not from a reliable medical source. Good question, I’ve never thought of it before. See source on one paper.

I don’t think so. It’s hard to tell. I mean deaf person can’t hare sounds so i think no.

This is a brilliant question!
I’m sure there is an answer to this question, based on the pathophysiology of hearing loss, i.e. why a person is born or becomes deaf. I would say yes, but my theory is not backed up by definite evidence or medical research. (Sorry–not much help.) But I know there are advanced studies on this condition that affects millions of people! So chances are someone has pondered and sought an answer to this question.
Here is one company who advertises a natural remedy claiming to cure tinnitus. I don’t know if they are backed by the FDA (probably not), and I don’t know if its bogus or not. There are other advertised claims too. But it’s worth a shot I guess.=&sid=639785458&stID=19&new=1&misc3=23629
Here is a site called the American Tinnitus Association. A whole association dedicated to curing tinnitus–pretty cool!
If you are suffering from this condition I hope you find relief! Right now I’ve got a crazy buzzing in my ears that won’t stop…it always happens at night.

I would assume it depends on the cause of deafness.
